Nor is there any instrument which measures the importance of maritime economy or anticipates future changes. This lack of a definition makes it impossible to measure the importance of Europe?s maritime dimension. It creates a barrier to knowledge of the sector and any study of its dynamics.

Coordinated by Régis Kalaydjian, Director of Ifremer's Maritime Economy department which coordinates a biennial study of French maritime economic data (DEMF), the Economy and Employment group, which is also supported by Eurostat, aims to lay the foundations of a European database on the maritime economy Maritime transport in Europe .
This is a difficult task. The group's aim is not to deliver a comprehensive, definitive database but, instead, to give an idea of the work required to create such a base and indicate the adjustments required within the European statistical system if it is to be successful.
More realistically, the group intends to:
Reach agreement on a definition of the boundaries of maritime activity at European level and the sectors (core, tangents and indirect) which should be taken into account,
Identify the missing data of maritime economy in EU and the sources available to collect as much data as possible,
Assess, as comprehensively as possible, the importance of the maritime economy for the European economy in terms of Gross Added Value and jobs per sectors, with their main dynamics of change,
Carry out a strategic analysis of the main economic activities directly linked to the sea,
Analyse working conditions within these maritime activities, especially in terms of education, safety of work on board ship and job description. European green paper of the sea
