It is well-known that topic-based approaches quickly reach their limits to understand the european strategy of the sea.Sea and sustainable development
The current misunderstandings or incompatibilities between certain sea-related policies are partly due to the fact
that they were drafted without fully taking account of other (sometimes contradictory) policies with which they are linked.
Such an approach is nevertheless essential in the early stages of a project because it allows for the collection of a critical mass

Regular exchanges between think tanks also ensure that any links between topic areas are not forgotten.
However, only an overall approach cross-referencing all the questions raised within think tanks will lead, at the end of the project,
to a set of compatible, consistent proposals in favour of a European strategy for the sea.
