The Sea and sustainable development
Resources available today should not be used by today's generations to the detriment of future generations.
This is the principle of sustainable development, which now applies in every sector and at every level of governance.
The marine environment, which is under particular threat from human activity, has already been covered by two EU strategies, the Integrated Management of Coastal Zones (2000) and the Marine Strategy (2002). It has also been discussed in countless documents.
When implementing all these initiatives with their twofold "maritime" and "sustainable development" dimension, it is legitimate for territorial agencies to have a role to play. At what level can they express the added value they provide ?

This is the question which this group, chaired by François Desrentes, Director in charge of fisheries and sustainable development within the CPMR, will try to answer, mainly thanks to an analysis of the main tools available at the present time :
EU strategies with a twofold dimension ("the Sea" and "sustainable development"): How can they be interconnected with other political levels ?
What real role is there for Regions in their implementation ?
Structural policies: to what extent can Regions initiate and lead sustainable territorial development strategies integrating maritime aspects within this framework ?
Cooperation programmes: what experience can be gleaned from previous and current cooperation programmes in sea-related areas and sectors?
What guidelines should be adopted for the future programming period ?
